this one is designed around a multi city experience best played with other players.
That is the major reason I am not interested in it. I don't want to create a city only to have it negatively impacted by people who have no clue as to what they are doing.

Yep. Make heavy residential "city", make ties to neighbors with commercial and industrial facilities, one of their nuclear power plants goes up and irradiates their entire "city", they stop playing on it, your "city" is abandoned due to a lack of jobs.
Quit whining about the offline mode. The always-on is not that big of a deal.
The problem with online mode - is EA has to be there and want to support the game. What happens if in 6 months EA decides it's not worth it and shuts down their Sim City servers. Too bad for us?
