I believe so, when you swipe up one of the main buttons is a camera.
I'm all for a consistent interface. Plus, moving the camera to Control Center is much easier, as I currently often lock and unlock my phone rapidly just to use the Quick Camera function.

There appears to still be a camera icon on the lock screen. I think that if you drag it upwards you get the camera (as it is in iOS 6), while if you swipe up from the bottom you get controll center.

My development device was so bad I had to revert back. Couldn't accomplish anything.
