What's the reason why Apple always needs to double the resolution instead of increasing it less drastically like Android phone makers did when they went from 480 to 720 to 1080 resolution?
It's computationally easier and visually more pleasing, to double the pixels. Let's say they increase the resolution by 33%. For any existing graphics, you now have to spread every 3 pixels from the image onto 4 pixels on the screen (and that's just in one dimension, you have to do the same in the other dimension as well). You can scale and interpolate across the pixels to create the 4 new pixels, but you'll loose quality and incur a computational penatly. If you double the resolution, you can simply repeat the same image pixel onto 4 screen pixels (two in each dimension).
Heres' the obvious answer: Apple is working on two different iPad mini's. A second generation retina and a second generation non-retina. (They're also working on the third generation one too, these things take more than a year to develop.)
They will decide, at the appropriate time, whether the retina one makes sense or not. They might release the non-retina second generation this fall if it seems compelling and retina is going to take awhile... or they might delay til 2014 if retina seems to be only a little behind.
Apple may update only one device at a time, but they always have more than one device in the works... gives them options.
Which is why the rumors are all over the place- because they're talking about different devices, and Apple hasn't decided yet which one to go with.
People only have a finite amount of money to spend on gadgets. I think releasing a new version of every gadget they have within a few months is stupid. For example, I want a new 5S and a new 5G iPad, but if they come out at the same time, or even within a month or two of each other, I won't have the cash for both. If they are more spread out, people will be more willing to buy multiple gadgets. I'm sure they didn't want to hold everything until the end of the year, sometimes stuff happens, but if they can hold out until 2014, I may just add one of those to my want list as well.
In the time it took for you to write this, Samsung already released the Galaxy S5, 6, and 7.
IMO Apple needs to have more & spread out it's updates & new releases, it's been a pretty dry stretch for new product, not very excited to cruise the Apple store

Doubling the resolution is much easier to scale for developers than adding a few huderd x pixels and y pixels. In android no manufacteur cares for developers.
