It points towards a newer Apple TV box. I can see Apple bringing out a box for total entertainment. Storage on board for PVR. Gaming. iTunes for films, TV and music. The lot... Makes much more sense than bringing out their own TV. I hope it has 4K capabilities and new AC wifi.

Too big for a portable iOS device and too small for an OSX device leads me to think this is for a set top box. The average cable box consumes around 30W all the time. It's well documented the cable box consumes a lot of energy annually. Given Apple's commitment to the environment and the Energy Star requirement is 45% more efficient than the average device I'm going to speculate a set top box. A box 45% more efficient would be about 14W.
That's not all good news.
If this is the case I can see Apple selling boxes only through cable companies. Just like Apple did with the iPhone Apple will change cable by manage the hardware and software which thankfully will include the UI. This means (1) you have a contract with a cable company and get a subsidized Apple set top box - most likely at an extra monthly fee that never goes away; or (2) no subsidy, so you never "own", the device and of course the monthly Apple tax.

He's never given inside info, he just speculates and pretends like it's leaks. And you gotta be pretty ill informed to fall for it.

To wit, when Apple launched Mountain Lion, instead of the usual special event, they invited a few tech journalists/bloggers to showcase the new OS in one-on-one presentations by Phil Schiller. Schiller would count as a connection, right? Gruber was one of the select few to meet him. To his credit, Gruber doesn't work these connections for leaks. I think this is because he doesn't have to. As a former developer, he has certain street cred already. So, he doesn't need to leak anything to build an audience.
