It's not different then you order a item from Amazon, the item never came, you ask for a refund but next thing you know is the merchant is keeping your money and you never got the item. And further, ther merchant is blaming you for u being burdensome for asking for overnight shipping instead ground...

    Right, and which of the three types is the executive creating?  Hint, NOT legislative, and in general, they would only apply to government itself.
