There is NO reason I want it in a web browser, an email client, a spreadsheet, a word processor, or a database. Full screen is the antithesis of productivity. And outside of those limited cases, I'd love to be able to disable it entirely.

I know this is going to sound Jobs-ian, but if it demanded your constant attention, then you weren't using it right. Or you didn't take time to train it.
The way I use it, I prefer to have control all the time, but everyone should be able to simply refuse outbound net connections initiated by the apps without your action. Always. If you really want to check for an update, disable it for a minute. The problem is that these days so many apps phone home without your permission (or even knowledge), and desktop/laptop apps have complete run of every file on your computer. You have zero control over what these apps send out.
Just shut off net access for most of your apps, then if you're bothered by Little Snitch's asking about the myriad of browser accesses (which I like, and train), use the tools you mentioned to deal with your browser.

I could be wrong but I would think Command F is still using Spotlight, just a Finder level subset.

Just put it back like it used to be, or give us a preference to do so.
