No, Apple don't make mistake beause they don't make it exclusive to 6+S. Apple focus on user experience and there's no way in hell that they make 6+S owners have better usage experience than the co-release 6S owners. This rumor is stupid.
i think OIS was only on the plus due to size constraints.
Probably also power consumption.
