What ticks me off at the moment is that syncing Notes with Mac in iOS 9 has become temporarily inoperative until September 30, when OS X El Capitan is released. Here's a short-term workaround:
Honestly, I like the update, but iOS 9 hurts(understandably) performance on the iPhone 5 and 4S, so until that's fixed, a good percentage of people I know will still be on iOS 8, not that it's Appled fault, but allowing the 4S an extra year should be hurting this statistic.
Perhaps you're using the wrong apps? I have lost count of the number of apps I use that support 1Password.
The list of 1Password supported apps is pathetic. Almost no big names there. Agile Bits needs to do a better job of getting their message out to developers. I saw only one app in the list that I use.

Had I known, I would have held off updating to iOS 9 until El Capitan is released. Apple doesn't seem to have made an effort to forewarn its users.
Yeah, I'm looking forward to the new features but I'm glad I held off for now having seen a few Notes threads. Also the 8 and 9 versions will only transfer and work with notes from the same version, no compatibility. Not too horrible within one's own devices but if you sync and edit notes in iCloud with others you have to all use the same version. Can't use the new features at all if there's holdout : ) Fortunately, either or both can be used in iOS 9.
A bigger deal for some might be that iOS 9 requires iTunes 12.3 (12.2 is reported mostly ok). Anyone who held off updating to 12 from 11 due to UI or functional preferences will have to make the choice to not update to iOS 9.
