Where does it say in this article (or in the original Kohl's tweet) that Kohl's actually accepts Apple Pay in their stores?
I'm pretty sure Kohls is the only place you can shop with and use your Kohls card (unless maybe they own another store they let you use it in), so it would seem pretty worthless for them to let you add the card to Apple Pay if you couldn't use it in their stores.
If they let you use Apple Pay for your Kohls card, then I'm pretty sure it means that Apple Pay will work for other credit/debit cards as well.

Then color Kohl's worthless. They don't accept Apple Pay, yet.
I wouldn't take that website as gospel as I don't think it is 100% correct at all times. I know I have used Apple Pay at Best Buy a few times now, but it shows them as coming soon.
