Apple pencil support and 3D touch isn't going to get people upgrading from their previous iPad.
depends on the person and which iPad they have.

Apple:  Please bring Apple Pencil to the entire iPad line and iPhone Plus!  Remember you make an extra $100 and I would upgrade in a minute.

Having been "burned" by the quick upgrade of the iPad3 6 months after its release, I'm wiser and more Apple-observant nowadays. Make no mistake I love my aging iPad and it's holding up bravely on iOS9.2.1 though clearly on its last legs. I did well enough holding out until the first Retina display iPad but its a power-hogging, slow-charging beast. Apple's use of the "Air" terminology suggested that a "Pro" model was in the offing, so I held out, and I have been proved correct. But then came the pressure sensitivity technology: now, on the Apple Watch it was called Force Touch, then on the iPhone 6S it was called 3D Touch and acquired more complexity. I strongly believe that it will acquire yet another evolutionary dimension when it makes its appearance on the iPad and may be called something slightly different once again. So I'm going to hold out even longer, or possibly upgrade to the Air 2 or Air 3. Fool me twice, shame on me...
