I love the shortcuts and this is certainly a step in the right direction, but they should let us pick them. Both WiFi and BT are on the control center already, currently on-off switches but they should also be able to open the settings with a long press, the same gesture to configure icons on the desktop. That would free up 2 shortcuts for more useful and hopefully configurable choices.

Oooh! Shortcut for changing wallpaper. That's awesome!
So much more useful than a shortcut to toggle "cellular" on or off would be.
And battery!! Now I can pop up a link to check battery status rather than having to look at the upper right corner of my screen!
Apple general makes these decisions bases on what would be the most useful to the most users. Given that context, it wouldn't surprise me that more people change their wallpaper more often than more people toggle Cellular.

As for users likely to be toggling Cellular, I think it more likely that they are a much smaller group when compared to the millions of users. Apple allowed a lot of granularity in turning off Cellular for individual apps, no doubt reducing the instances of toggling and further reducing the need for toggling. Those left would number fewer still.

Control Center is within nanoseconds of being as convenient as 3DT to go to Airplane Mode, then turn WiFi and BT back on.

I don't know about Battery. Selecting that might give you battery info for not only the phone, but the Apple Watch and maybe some Apple/Beats wireless headphones. Possibly useful but not high on my list.

Whatever selections make the final cut will probably be aimed at the vast majority of users, and not a minority however vocal.
