iPhone 6 running iOS 9.3 has Wi-Fi Calling turned on.
MacBook Pro (Retina) (Mid-2014) running OS X 10.11.4.
Same iCloud account (current, old-style call forwarding between devices works, even when "VZW Wi-Fi" appears on my iPhone).

Why can't I upgrade to Wi-Fi Calling on my Mac? The "Add Wi-Fi Calling for Other Devices" and "Upgrade to Wi-Fi Calling" options aren't appearing. Thoughts?

Look for Settings-Phone-WiFi Calling-Allow Calls On Other Devices.
NOT: Settings-Phones-Allow Calls On Other Devices

These articles never seem to mention that with ATT, Wi-Fi calling cannot be enabled on iPhones 5s end earlier models.
I think the iPhone 5S will work with T-Mobile's or Sprint's WiFi calling. But, really I guess the only thing you're getting here is that you can call someone without an iPhone using WiFi and not using your minutes.
Check plan details carefully if you don't have unlimited talk. I believe WiFi calling still eats away at your minutes. Telcos aren't that generous.

You're right at least on Verizon. Using wifi doesn't save anything including being charged for international calls. The wifi part must only go to the closest Verizon cellular hub where it changes back to cellular instead of using the Internet to get as close as possible to the destination.

I'm starting to wonder if Verizon doesn't support calling from other devices via wifi calling yet. I plan to call them tomorrow. I have a case open with Apple and they are stumped too. I plan to call VZW tomorrow to confirm.

I can make wifi calls from my phone in airplane mode with wifi on but I am also unable to "Upgrade to Wifi Calling" on my other devices.
