This time around it should be even more successful with Apple, Microsoft, Facebook and others on-board with them. They'll invite individuals and companies to submit IP for possible purchase, under the auspices of AST, and come to agreement on price. Those patents will then be sold off again (with restrictions) but with all the Apple/Google partners retaining licenses to them. As in the first round it might keep a whole lot of patents out of the hands of "trolls" of other companies whose sole business plan is asserting broad property rights against other.

There's another program from last year too that might be beneficial to see again this year with extended participation from Apple, MS and others. On the surface it looks like a major assist to startups who may lack their own patents. Giving away patents at no charge in return for paying it ahead.
