Given that Apple is a leader in the industry they SHOULD be pushing for high quality 4K streaming. Create some movies using thr iPhone 6S+ and distribute them as a streaming example.
No they don't.  Apple was relatively late to bring 1080p movies to iTunes. No 4k on the AppleTV4.

Apple does not waste its time or money to sell niche product that few will benefit from. When 4k is more viable we will see 4k on iTunes.

Right now less than 1% of the population can benefit from 4k video. Most don't own a 4k TV and if they do they are too small to make any difference unless they sit 3 feet from the screen.
You are right, it's not time yet.  4k is as inevitable as night following day but not for a while.  In fact by then 8K will be on the fringes too.  Apple will be perceived as being 'late' to 4K but when they do offer it, it will be done right and it will be when there is a true demand and no doubt when it's profitable for Apple.  I'd disagree with your characterization of 4K not being discernibly better though.  The same arguments were made by folks about NTSC 640 x 480 and the move to 720p then the same arguments about 720p to 1080p.  There is a massive difference at each jump obviously as there is with HD to 4K.  Clearly the size of screen is the key factor and I am talking here about a 60" TV in a standard living room as a median and if you can't tell the difference in that set up I'd suggest glasses.
