    None of the above needs to be true!  The agency is part of the Administration which is lead by the POTUS -- the only person in Government who is answerable to all the people of the United States.
    Yeah, that needs to change. Executive appointees in the various bureaus should be dismissible by Congress, and then the 17th amendment needs to be repealed. Then the states can recall their senators again. Couple that with Trump’s proposed (and already drafted, I believe) Term Limit Amendment and things get that much better.
