Can some help me decide which is better?
The Refurbished macbook pro with touch bar 2016 or 2017 macbook pro with touchbar?
I will be using it for gaming and cisco programming ang a
bit or web programming and testing, it will be my first macbook pro moving from windows
Specs of the refurbished is maxed out with
Processor 2.9i5 turbo boost to 3.3
memory 16GB
SSD 1TB
intel iris 550
or
refurbished
processor 2.4i7 boost to 3.4
Memory 16gb
ssd 1TB
intel iris 540
or
would it be better with the new one
Processor3.1i5 turbo boost to 3.5
Memory 16GB
ssd 1TB
intel iris 650
Id love to have the new one but it is really expensive but
if you were to choose if not the maxed out just the least specs between the 2016macbook pro and 2017macbook pro which one is better?

I'd just go for the cheapest one out of the three laptops.
Given that you are looking at 13" models in the $2200-2600 price range, you're already in the price range for the 15" model too and you'll get 2x the CPU, 2-3x the GPU and bigger display for around the same price. There's a refurb quad-i7/16GB/512GB for $2209:

The high price of the above 13" models is due to the upgrades, mostly what Apple charges for the SSD. These upgrades won't hold their value. The 15" will always be priced higher so getting that model with minimal upgrades will hold its value better over time.

All the 13" MBPs above perform almost identically, you'd be as well to get the cheapest model. The above refurb saves $480 vs the new one and you get touch id with it for doing online purchases.
