    Are you sure you know how VPNs work? You have to connect to a service. It's not a standalone thing. It's a simple thing to block the IP addresses to the VPN providers. In fact, that's exactly what China is ordering its ISPs to do. Without a service provider, you can load any VPN app you want, but it'll be useless.
    VPNs are most commonly used when connecting to a public WiFi, so what does a service provider have to do with that?
