Thank for this. I just checked and I do have Allow Siri When Locked turned on but I do still have occasions where I have to physically unlock the phone before I can use Siri. I will experiment further and try to work out when and why it happens.
One of the most obvious uses of Siri is in a moving car...Responding, and finding Messages is simple. The best way to hear all of your new messages is simply to ask Siri to Read my new messages. You can interrupt the stream by saying Read it again, where "it" is the last message you just heard.
I would like is a voice cmd to override, "You must unlock your iPhone first" when I ask Siri to read a new msg while driving.
I send messages via Siri while driving all the time and do not have to unlock my iPhone first. Go to Settings>Siri & Search and turn on Allow Siri When Locked.

You can SEND a message without unlocking your phone. That's not the same as having Siri READ an incoming message.

I also have Siri read texts to me without unlocking. This is easy to verify and I just did it.
There are some things that Siri needs to be unlocked for, I believe using Safari is one and finding photos in your library may be one as well. But sending and receiving texts can be done without unlocking.

I didn't say you couldn't do it, I said it's not the same thing! That's my story and I'm sticking to it!

But seriously, thanks for the clarification.
