MacBook Pro 2010 - magsafe charger flashing green, laptop not charging

Title says it all. When the charger is connected and the laptop is off, it stays green for about a second and blinks off. When I try turning it on the green light blinks for a much shorter time. The laptop powers on for about 10 seconds before dying.

I've replaced the charger already. I've removed the back and disconnected the battery. Still the same issue. I've looked through tons of posts for the same issue, non of the offered solutions work.

This sounds like a charging circuitry hardware failure.
