    City's have limited infrastructure. If there's a massive user of said infra, and they need revenue to upkeep it or otherwise improve problems or refactor it, then it makes sense to go to the biggest user of said infra. Corporations do this all the time, like Netflix or Amazon raising their fees yet again.
