I think I'll take a page out of Apple's book on this issue. The problem here is not with the availability of the graemlin, but with the attitude of the user. If you take away the graemlin, then the people who used them in the past will just link to the same image on another site or just use text (i.e. just type : rolleyes : ) . (Also, it would make current threads which have it in them less understandable, but this is a lesser issue.)
In other words the only way to get rid of the problem is to conduct mass-bannings of people who use the graemlin, which I'm sure no one really wants to do.
Perhaps a preference could be added where a user could choose the not see any posts which were just a , or maybe all posts which had a in them. (However, there might be confusion of the latter plan was implemented.)

I think you are partly right: Some people will just find it somewhere else and make a img tag to it just like I did a couple of post above. But in the old days when we hadn´t the smilie I never saw it. Now the cat´s out of the bag and it won´t be as easy to "unlearn" the use of rolleyes as it was to learn to use it. But I still think people would use it less.
My "problem"/concern with it is that the board officially encourage people to use when it is a one-click-post opportunity.

mmm, instead of a mass banning of the pricks that use the icon, what about a mass-ive bonfire?
