A continuation allows new claims to be made, but the original specification has to remain the same. This handcuffs some patents.
A continuation in part (CIP) allows new claims and modifications to the original specification--so a better idea, usually.
Knowing all the ramifications, and working with the examiner, are what makes a good patent lawyer worth what you pay.
