Actually, Reuters (and others) are reporting that this is NOT a sale. Rather:

Reuters on Sunday. Oracle is also negotiating taking a stake in TikTok’s
U.S. operations, they said.
The data is currently stored in Alphabet Inc's GOOGL.O cloud."
That suggests that Oracle simply won a server contract off of Google and puts the lie to Trump's claim that China controls the data.
So, this leaves Trump in a self-made dilemma: Not only would he have to rescind his order to either sell or close but, he could not manipulate TikTok's content like he does with FaceBook and is trying to do with Google. And, to Trump, controlling the message is critical to his future: He probably wouldn't do well sharing a cell with big, black Bubba.
This is either the owners being petty, (good on em) or this is a sign that there is stuff in the design of the algorithm that they don’t want getting out.
