What does the little paper clip next to the thread title mean?
It means an administrator or moderator has attached a file to the thread. Regular users cannot attach files.
As for user groups, this is the list of options for the various groups on vB:

There are separate "user groups" for regular members, banned members, unregistered members, members awaiting registration confirmation, moderators, administrators, and any other custom groups we may deem necessary. The various permissions can also be set on a per-forum basis for each user group.

Does the attatchment appear in the thread anyway (if it is an image) ? I'm looking at this thread as an example (http://forums.appleinsider.com/showt...0&pagenumber=1) It would be cool if you could have it list what attachments there are, if any, at either the top or bottom of the thread so you don't have to skim looking for it.
