As in most things, good or bad are largely dependent on what you measure.
Warren Buffet is a great investor. But he is not an inventor, developer or entrepreneur.
So, he measures Tim by the things he knows and values: the ability to manage an organization. And he's right: Tim is very good at that.
But if Steve were reincarnated and took back the helm, I doubt that Warren would be praising him. Steve was one of the the world's greatest -- but not in the things that Warren knows and values (Yes, Steve got better at managing an organization after his return, but it was never his specialty.)
