Devices will be made unusable - however, I am pretty sure selling 'em for parts will restore half the sale value easily. 

Only security sensitive parts can't be used, the rest can. Since there is such a huge market for iPhones, this won't be a problem. 

The thieves will never even turn these on, they'll be taken apart and never powered on.
