Developers enrolled in the program can pick up the latest builds by visiting the Apple Developer Center or by updating their Macs to the newest beta software. For public users, beta versions are normally made available through the Apple Beta Software Program after the developer versions are released.
Release candidate versions are typically the final stage of the beta-testing cycle before release, though it's not unusual for there to be more than one release candidate provided for testing. In this case, the updates to macOS Monterey 12.7.2 and macOS Ventura 13.6.3 are on their third RC build.
The third RC build of macOS Monterey 12.7.2 is number 21G1967. The third RC build of macOS Ventura 13.6.3 is number 22G430.
While Apple is not actively developing new features for its older operating systems, such updates tend to include security fixes and adding more compatibility with new software or hardware releases.
