I may be a social science guy but I have learned enough statistics to see that there is something serious wrong with the poll function here...
Yes one vote between 53 do not represant 1,59 % but 1,88 %.
But if you consider that there are multiple votes per voter it means that 53 voters have made 63 votes (i have made two vote : one for home, one for office).
