    I need to modify one answer I gave to David W. in the previous reply. 

    My voice-to-text conversion happens on the device, as does Google Assistant requests. However, until a few minutes ago I had not understood that it depends on the device and not yet the default on all.  To quote support:
    ...the text to speech system on your phone *may* work offline, depending on if it is Samsung TTS, Google/Pixel TTS, Motorola TTS, etc. When online, the Translate app requests TTS audio from Google servers. When offline, we fall back to the TTS as available on your particular phone, and whether the Android OS (not Google's) TTS service reports it can speak for a given language when offline. Depending on your phone's TTS setup (Samsung, Pixel, OnePlus, etc) -- TTS may work offline if your phone is so configured.

    Mine is, but not all are. Mea culpa, and apologies to David W for my at least in part misstatement.
