ditto here on my 400 mhz pismo. it's fine. it's better on my faster machines but i wouldn't go so far as to call it "slow". i wouldn't call it "fast" either.
Don't upgrade to Jaguar, wait for Panther, it is just around the corner and if you upgrade now it is likely you will have to pay the full price again to get to panther. Panther is rumoured to be faster on older machines than Jaguar.
The main reason to change to OSX from OS9 is STABILITY. Even classic applications like Quark are far more stable under classic than under OS9 it self. However, the GUI is much slower than OS9, about 1/3 the speed. However, you can make up this lost time by multi tasking. You can simply do more than one thing at a time under OSX, whereas in OS9 you often have to wait for an application to release the finder before you can do something else.
My wife has a first-gen dual-USB iBook (500), and while I definitely feel like it is slower than my TiBook 1 Ghz, it chugs its way through what it needs to. I'm very often surprised by how robust Macs can be.
