I think that's very true, and has been proven in the past with graphics cards. At one point, when ATI was the sole manufacturer of the GPUs used in graphics cards for the Mac, the ATI cards being included in PowerMacs were a joke compared to the cards in PCs. When Apple and Nvidia introduced some competition and started including Nvidia cards in Macs, ATI pulled their finger out with the Radeon. Ever since, graphics cards for the Mac have gone from strength to strength.
