Because it looks like someone is trying to jump start a hand-truck.
{sarcasm]You see, the humor relies on the viewer's knowledge of the simple fact that hand-trucks are very simple leverage-based tools, and moreover, that they are are powered by the human operating them rather than by any kind of combustion engine, which would, in turn, require some kind of battery power if the fuel is to be ignited. The image suggests that someone was so blindingly unaware of how hand-trucks work that he/she thought the inactive simple machine needed to draw from some kind of external power if it were to work properly. This then, like most forms of humor, relies on the irony of the situation: *we* know something that the individual who (we can only assume) has tried to jump-start the hand-truck does not, and thus our superiority, when combined with the responsible party's almost unfathomable ineptitude, created a kind of ironic distance that registers in the Western mind as humorous. In other words, the idea that someone has so fundamentally misunderstood the situation is so preposterous to us that is can only be considered humorous.[/sarcasm]
God that's hard. I'd forgotten how difficult it was to explain why things are funny. And I don't think I quite got to it here.
I tried to post this earlier but the filename got blocked out by the profanity filter, and my FTP access was down so I couldn't change it. Anyway, here it is:
