Not neat and tidy, it's arguable whether some of his attempts actually gained him real power or whether he really lost his power at times either. Except that it's not. Whether he has a semi-respected hit man or number two of security doesn't matter. He never lost power and came back, unless you have an extremely loose definition of 'power' which only a complete idiot would say that fox news was using.

historically yes means that through out history many world leaders have been murderers, thugs and assassins.
as for my prior argument, the point is now dead that it is clear that your qoute came from the interviewer and not the interviewee. But what I was trying to say is that often language barrier cause people use the wrong word or in the wrong context. So, my prior argument was that the person was claiming that Saddam was someone of minor power and would continue struggling to gain more, and he did gain more.
