So by abstracting the layout from the content, would it make sense to have these presented in a tracks style UI? Similar to having different tracks in Garageband for example, you could have content and layout tracks. Then, if the user could link them at points, perhaps that would be useful.
Also, isn't stuff like images really part of content rather than layout? For example, if you have a diagram that goes with the content as it is and delete a page earlier, you wouldn't want that content to flow on to the next page leaving the diagram behind. That's why I was thinking of being able to link the two together earlier at points.
