I'm not sure if you'd be comfortable with this, but I'd say crack open the case and take a look at the fan. Make sure its plugged in properly. If it is defective I'd order a new one and replace it yourself, no need to involve Apple.

    How old is the machine?

Apple has a 1 year WORLDWIDE policy. It does matter where it was purchased and where it is now, you should be covered.

The only issue that I have ever felt is trying to register online when you have bought from another country, and a bit of grief to verify when it was manufactured. Other than that completely covered (thankfully!)
