I could be wrong but in DC the first roll out of fiber all the way to the house was by Starpower. They teamed up with Pepco (local power company) since they had the right of way and existing poles that the fiber could use. Verizon did not start doing fiber all the way to the house till later. They waited till there some regulations that allowed them to NOT have to lease their new fiber lines to other companies. Without competition it would have taken even longer. That is why I am glad that verizon can now provide video (TV). I want my cable rate to go down or at least have more options.
