It's 7 AM in New York, 5 AM in Cupertino. An update is at least 5 hours away. Why would the European stores be down for so long before?
It's either maintenance, or some change in pricing for Europe only.
It could be maintenance, but this is in line with previous announcements. European stores were down a few hours before the actual announcement, came back up with no change, then, following the announcement, the new info went live.
They don't want to have to update the store after an announcement, given that they ought to expect heavy traffic and shouldn't want to miss any opportunities.
