Neg. Microsoft announced that XP will be the last OS to support EFI... Vista is BIOS-only.

No, 32-bit Vista is launching as BIOS-only. SP1 should have EFI support in some editions.

Where did you get that?
The video cards need a efi bios to post. So a bios only one may fail to post. After boot up the os drivers take over.
I suppose that's the only logical reason why PC cards don't work.
Hopefully some PCs will move to EFI soon.
