You have to read Carnegie's book, and writings. He, like a number of people at the time, believed that life was working towards the afterlife. He believed that most people would not know what to do with money. That they would just waste it, or spend it on drink, and gambling. He believed that the money would be better spent on teacking the population how to be virtuous, etc.
It all seems odd today. But he was an interesting person.
