I was thinking that there musy be an awful lot of non-development work going on behind the scenes ? like the preparation of all the marketing materials (design, copywriting, artworking) and the manuals etc.
How long do you reckon it takes from GM to the shelves?

It took them about three weeks from the time they went GM with Mac OS 10.0 till the time they shipped.
I am guessing we will see a FC build (Final Candidate, the stage right before GM-Golden Master) in September at the latest, if not shipping by then.
I don't know, perhaps it's just me but I am not so much optimistic. The complete lack of info about the state of development of Leopard is not a good sign. Yes, you can argue that Apple has plugged the leaks etc., but I would not be surprised if Apple pushes a little bit more the release date.
Until now, the AI reports showed little to no progression in finishing Leopard, yet no one wished to believe that Leopard will come out late. Of course we have to see what WWDC will bring on the table, but as long as we have no positive reports while the NDA period lasts, I would hardly be convinced that Apple will meet the deadline.

The reason there is a lack of info is because of WWDC. Apple will be handing out feature complete Betas.

i believe leopard has been made for years and years and this is just how apple makes their stock rise, with the anticipation of the release of a new product.

This is the first thought I made. However, this does not means that is could not take until October (as the official word says) or even November to finish Leopard.
If you mean "finish" as in bug fixing... then yeah it will probably take till Late September or October and once it's stable enough they'll ship the code to the factories and create a few million DVDs out of it.
Apple announced a delay but said the Beta at WWDC will be feature complete.

OK, right. I only hope that the Mac OS X Public Beta history does not apply in the Leopard case. Otherwise, we would wait until the end of this year for a new OS buggy as hell. Next week we will probably know better.
