This sounds like a problem with your computer. do you have any software that protects your settings/ reimages your coomputer on startup? (i.e. DeepFreeze, ect)
How are you closing iTunes? if it quits unexpectedly each time, then that would also cause a problem with saving settings.

Itunes closes normally, but I did not begin to have this problem until I had to do a complete restore due to a virus on my notebook.
I'm surprised you don't have a friend who can help you with this. Just ask anyone who is good with Windows to have a look at it. From what you're describing, this is definitely not normal behavior.
One thing's for certain... you can't blame Apple for Windows problems.
Yeah, I guess I'll have to take it to Best Buy, and have their Geek Squad look at it.
