Because it takes about that time to publish the manuals, and the CDs as well as for internal reasons.
It was about five weeks before they sent the GM to the publishers for 10.0.0 and one of the major bugs in the OS was still not fixed.

The fall semester starts on August 26, but they want to be able to make Jaguar part of the software image for the iBooks.
I was told that we may be able to get it a little early to do that because someone at the university was told that they are already in duplication.
If that was true, I wonder why Jaguar would ship so late in the month? Maybe they are timing the release to follow up or coincide with an upcoming august announcement. Perhaps they don't want Jaguar out yet, because people digging through system folders will find drivers for "secret nVidia card to be announced in august" and that would allow information about what nVidia is doing to leak out early.
Anyway, like I said, people at my campus have been talking a lot with apple and I was told it's in duplication. I didn't believe it either, but now other people are saying it's done too, so maybe what I heard is true.
I know this has nothing to do with anything but I drempt last night that I got a beta of Jaguar and it worked awsome and after it's release the live update 'patched it' to be a full version. It was a really cool dream and I swear I'm not making this up. I think it has to do with the fact that my Adobe says "Beta Version" and I used it for the first time last night and commented about the fact that is was a beta....
IIRC you can't have GM without at least one FC release (Final Candidate)... and the number of times FC1 became GM is (I'm willing to bet) zero.

Didn't Apple do exactly this with the release of 10.0? When developers received 4K78, there was no indication that it was anything other than another beta. So it came as quite a surprise when 4K78 turned out to be the release version.

I think that its cool northern is giving some students a choice! I also have an iBook and am very pleased with it (only the 500- I got it when it first came out)

Anyway, I hope the iBook program will be expanded to be optional for more students further down the road, but right now they're just testing the waters I think. It will be required for at students next fall.
IF build 6C98 is GM why would they make us wait to get it. This doesn't really make since. Unless the new PowerMacs somehow require it and they are not ready to be released till august 24. Does any one actually have version 6C98 installed on their computer. If so how does it run?
Once again..if a certain Mod *cough* Jamie *cough* would quit deleting my posts..you would have seen that I had said I have it installed on my G4/500 and it runs great!
As for details about 6C98, I noticed something that I didn't see mentioned elsewhere (although probably because I missed it) is that when you are copying files (by dragging) from one volume to another, you can hold "Apple-Key" to move the files, instead of simply copy them (i.e. the files are removed from the source folder). Very Cooool !!
They don't have to wait the final CD to begin printing books, boxes... etc... all features are there. The print can began today even if the CD are not ready... It takes only two weeks to realise the CD itself.
So the final CD, the 2 CD to be exact, will be compiled the 6 7 or 8 august. It's really stupid to say that 6C98 is GM... really

This is strange but when I first installed 6C98 on my mac, I also had feeling this'd be the GM. It's production qulity (no major bugs, no UI glitches, rock-solid). However, there's a line that telling me this might not be the GM, which says 'Dev Seed' in licence agreement. But who knows? Apple would just replace the text when they ship. One more thing, I can't find anywhere the inkwell after default installation. Even if 6C98 IS GM, I'm pretty happy with that!
