Theme Sounds are Avaliable, just not Enabled:

Look at this. It shows that Theme sounds are not enabled on the aqua them (this is from a developer app): <img src="graemlins/surprised.gif" border="0" alt="[Surprised]" />

    That's legacy for Carbon apps, IIRC.

    It's been there since the Public Beta.
