HELP! Got a strange email regarding my iPhone5 purchase

However we have identified a problem with your AT&T account. To resolve this issue, please call us at 1-877-284-6834 and reference your Activation ID: xxxxxxxxxx. We apologize for any inconvenience. Every time I try to call that number it's freaking busy! Also why are they already trying to activate my phone? Anyone else have this issue? It seems to have been prominent back in 2009, but I can't find any similar issues related to the iPhone5.
Any chance this is a scam?
