    Exactly.  That picture was not taken in Germany.  Saturn wasn't sold in Germany.  Both vehicles have California plates.

    Yes, AI has regularly posted about Google's self-driving cars, long before rumors about an Apple self-driving vehicle emerged. (The Google vehicles are quite obvious and are clearly labeled as such.)

     

    These prototypes have been on the roads for a couple of years, at least in and around Mountain View, CA. On average, I probably see one per week, and I don't drive particularly much.

     

    I've seen a few unlabeled vehicles with similar equipment from time to time, don't know who they belong to.
