I suspect the delay is all about security and privacy concerns. The past decade has taught us that there’s a huge difference between getting something to work and getting something to work securely. The consequences of getting it wrong can be devastating to a company like Apple which prides itself on maintaining security and privacy as an utmost concern. Lesser companies, and especially ones that don’t give a rat’s ass about privacy, would ship it now and patch it later.
You did read that Apple already shares files, just not folders? Is there some difference in security and privacy between sharing folders and sharing files?
Yes there is a big difference. Marking an existing file for sharing, one that has clear ownership and permissions, is much different than marking a container/folder for sharing. A shared container can contain files from multiple owners with different permissions. Not to mention, iCloud storage has capacity limitations linked to the account holder. I suppose someone could intentionally edit a shared file to make it consume a lot more of your storage capacity, up to whatever limits are placed on individual files. With a shared folder someone could fill your folder with files and consume all of your capacity. So there are obvious differences between sharing files vs sharing folders. Sure, you could treat it as a free-for-all with no ownership and simply hope for the best.
iCloud...it's MY STUFF. Want to share a folder of files with a colleague or a friend. Can already do with Dropbox. Can already do with OneDrive. Maybe with Google Drive (I don't use it).

Apple has to complete their own product's implementation, which yes, will be different in its design based on the fact that no two orgs have the same exact architecture. Every single year certain features get pushed out later than the X.0 release. Don't think we saw anywhere that this was expected to be out in 13.0, much less 13.1. Maybe they thought they could potentially get it into 13.2 and had the "later in 2019" language on the site for that reason, but if that no longer aligns with their development schedule, then so be it. The "what's up" is that it's simply not finished yet.

Okay, here's another answer if you didn't like my first one: Nobody knows which aspects are unfinished except for the software engineers working on it and their bosses. Apple releases OS features that were announced at WWDC periodically throughout the year as point releases get finished, and no sooner. The fact that you are able to use other software with similar features is irrelevant. Better?

It seems to work fine before. The only thing I can think of why Apple delayed it because they encountered major issues that has nothing to do with coding and server, most likely legal or security hole.
Disappointed but not surprised that this feature has been delayed. It was enabled in early betas, but iCloud was very buggy, with a lot of people complaining about losing data during syncs between devices and such.
Apple definitely seemed a little overwhelmed this year with getting their OS updates ready for release. In what has become a tick-tock cycle for OS updates, this year definitely seems like a “tick”. Better for Apple to delay a new feature that isn’t ready for prime time than to release it with a lot of critical bugs that would cause people to lose files.

Dropbox has been doing it for many many years. Not that hard to do. Catalina itself is half-baked and just pushed out the door when Apple can’t deliver promised features.
Lesser companies, and especially ones that don’t give a rat’s ass about privacy, would ship it now and patch it later.
That’s funny considering Apple has issued THREE patches to iOS 13 in just a few weeks. So yeah, they shipped it now and decided to fix it later. You must live in a hole or something.
I wish all of Catalina had been delayed until the Spring of 2020. This release really feels half baked.
I'm experiencing no problems on my machine, so I wouldn't have wanted to wait. What issues specifically are causing down time for you? Must be something pretty major, right?
How about the stripped down baby versions of Music, Podcasts, and TV? All missing features that iTunes offered. Features that were supposed to be in Catalina, but stripped and delayed.
