Apple would of course be taking into account unusually heavy and slow walking traffic when offering routing suggestions for vehicles. I'm sure traffic would have been rerouted yesterday afternoon even tho the vehicle speed reports would have been sparse to non-existent. Had you been traveling by car in DC yesterday and asked for directions to an address you would probably have seen this in action.
