My partner ran into this issue a week or two ago with his S3 GPS. I found Apple's suggestion to unpair, re-pair, update, then restore. We didn't time it, but it did seem to take at least 2-3 hours to complete the process. Very annoying.

No, no they didn't. It was a major advance from the Series 2. It's just showing its age.
For various reasons, it's very hard to update a secure OS if you have limited storage space. It's even harder if you have limited address space. The Apple Watch has both these limitations. The only way to update it is to do a back up, wipe it and reinstall it. Apple could make it a lot easier by automatically unpairing the Apple watch during the update and restore process so that the user sees none of this. Apple has a nasty habit of not caring about older devices. This causes them to slow down and become less functional over time. The side effect is that users are more likely to upgrade when this happens which just reinforces Apple's behavior.

That's the thing with Apple's "It Just Works". When it doesn't then it's Apple's fault.
