Is it normal for my battery to never get charged past 99%. I noticed a screen shot from another user and they had Charged in their battery meter.

Either reset your PMU (Power Managment thingy) if calibrating your battery doesn't work.
Use your machine until the machine goes to sleep by itself from lack of battery and then charge it.

the battery doesn't charge past 95%
but if it is ever under that amount it should charge all the way to 100%
IE if your battery is at 96% it will not charge until it drops below 95%

What Paul said is always true, but it seems to manifest itself more when it's a replacement battery. There's a kbase article about this somewhere....

And it depends on which PB you have. On my 400 Ti the battery management isn't as smart as on the Al's.
