Buttons becoming "highlighted"

I don't remember changing anything, but perhaps I did.



This used to not happen...









Anyone know what could be causing this outer blur rim around buttons? Its slightly annoying.

    If you click in certain places or press Control-F5. To turn this off press Control-F1. This turns off keyboard navigation. More options can be found in system preferences. Go to keyboard and mouse/keyboard shortcuts. I think this option was off in Panther but on by default in Tiger.
